Delhi’s governing body recommended a new law for NDMC’s smooth functioning. After the Constitution (Seventy Fourth Amendment) Act was enacted, changes had to be made in the Punjab Municipal Act, 1911 to align it with Part IXA of the Constitution before May 31, 1994. There were significant differences between the old NDMC law and the Delhi Municipal Corporation Act, of 1957. It was recognized that both the Municipal Corporation of Delhi and the New Delhi Municipal Council needed more uniformity in procedures for taxation, revenue, budgeting, contracts, accounts, audits, streets, sanitation, public health, safety, and dealing with disturbances.
